Speculative, Apparently a compound of ober (for ofer-) + a past form of lecgen 'lay, place upon', thus, 'that which is placed upon or around'. the headword form is inferred by Bosworth-Toller's dictionary and is not necessarily correct (though an alternative with -lagu, which means 'law' etc. in Old English, cannot be correct either).
The Old English is possibly a calque on the Latinized Greek amphibalus (q.v.) 'cloak, cowl, chasuble' < Gk. ἀμϕιβολή, -ον 'that which is cast around' (used also of nets, etc.). The Latin lemma has been mistakenly assimulated to fibula. The gloss is found as a gloss in the story of St. Martin.
