Etymological Evidence:
Definite, compound of (e)pistol, pistel (OE <Lat. epistola < Gk. ἐπιστολή) 'letter, Epistle of the New Testament' (or more generally, 'scriptural writing') + rocc 'outer garment' (see rokke). See also discussion at pistle-cloth (OE pistolclaþ) which may refer either to a cloth covering the epistle-book (pistolboc) or a garment worn by the reader of epistles (pistolrædere; later English epistler).
The present citation is a list of garments and accessories worn by ecclesiastics; additionally, rocc refers to worn garments, and the comparable OE compounds diaconrocc and bisceoprocc (qqv.) to vestments worn by clergy. Therefore it is most likely that pistolrocc refers to that which is worn by the epistle-reader.
